dc.description.abstractThis section examines the profound transformative impact of the strategic synergy between quantum technologies and artificial intelligence on the international system, security paradigms, and global governance. The analysis, conducted through a multidimensional conceptual framework, details the different strategies of global actors such as the United States, China, and the European Union in this new era of technological competition by assessing changes in military strategy, economic competition, and normative orders. It also explores significant risks and geopolitical tensions arising from this synergy, such as cybersecurity vulnerabilities, the emergence of lethal autonomous weapons, and increasing technological dependence. argues that effectively managing these disruptive technologies is critical to ensuring global stability, preventing a potentially deepening "quantum divide," and aligning technological progress with ethical standards and international security, and discusses the need for robust international governance and cooperation mechanisms. © 2026, IGI Global Scientific Publishing.
