Özet
1970'lı yıllar ekonomi ilişkilerinden farklı olarak toplumsal algıların değiştiği, ideoloji-siyaset ilişkisinin dönüştüğü hatta siyasetin kendisinin dahi bir değişime uğradığı süreç olarak karşımıza çıkmaktadır. Sınıfsal yapılardan, ideolojilerden ve ekonomik sorunlardan çok; birey kimliklerinin, benlik duygusunun ve aidiyet hissinin hakim olduğu bu dönemde, modernleşmenin ve küreselleşmenin de etkisiyle birey taleplerinde ve toplum ihtiyaçlarında görülen değişikliklere geleneksel siyaset bir cevap üretemeyince yeni siyaset arayışına gidilmiştir. Yeni siyaset, eski siyasi paradigma ile yeni siyasi paradigmayı harmanlayarak ele aldıkları konular, değerler, aktörler ve etkinlik alanları açısından bir çerçeve çizerek eski paradigmada ele alınmayan bir çok konuyu siyasete dahil etmiş ya da varolan konulara bu dönemde başka bir perspektiften bakıldığı görülmüştür. Yeni olan bu siyasal yapının temel konularından birini de ''çevre'' oluşturmaktadır. Toplumsal anlamda yeşil hareket, siyasal alanda ise yeşil partilerin ortaya çıkışı bu döneme rastlamaktadır. Siyasetin yeşillenmesi düşüncesi - yeşil siyaset- ; çevrenin sürdürülebilirliği, ekonomik yapılanmaların meydana getirdiği çevre tahribatları, iklim değişikliği, nükleer sızıntılar, biyolojik çeşitliliğin yok olması, öğrenci hareketleri, işçi hareketleri, kadın hareketleri ve barış hareketleri gibi oldukça geniş, kapsamlı konuları gündeminde tutmuştur. Ortaya çıkış yıllarında kapitalizm ve liberalizm gibi sistemlerin içine aldığı değerlere muhalefet olarak görülmüşse de sonrasında liberal düşünce içerisinde kendisine bir yer bulmuştur. İki düşünceyi birbiriyle uzlaştırma çabası olarak ifade edilen liberalizmin yeşillenmesi ''yeşil liberalizm'' kavramını ortaya çıkartmıştır. Bu çalışmada toplumsal hareketler olarak ortaya çıkan çevre hareketinin siyasallaşma sürecine değinilerek sonrasında yeşil liberalizm ile ilgili nitel bir araştırma yöntemi olan literatür taramasıyla bir çerçeve çizilecektir. ABSTARCT Unlike economic relations, the 1970s appear as a process in which social perceptions have changed, the relationship between ideology and politics has transformed, and even politics itself has undergone a change. Much more than class structures, ideologies andeconomic problems; In this period when individual identities, sense of self and sense of belonging were dominant, a search for new politics was made when traditional politics could not produce an answer to the changes seen in individual demands and social needs with the effect of modernization and globalization. New Politics, new political paradigm that blends the old political paradigm with their subject, values, actors, and event space by drawing a frame in terms of the old paradigm have been involved in many issues that are not addressedin politics or issues during this period, it was seen from another perspective. One of the main issues of this new political structure is the 'environment'. The emergence of the greenmovement in the social sense and the emergence of green parties in the political field coincides with this period. The idea of greening politics -green politics- ; sustainability of the environment, environmental destructions caused by economic structuring, climate change, nuclear leaks, extinction of biodiversity, student movements, labor movements, women'smovements and peace movements have kept quite wide-ranging issues on its agenda. In the years of its emergence, it was seen as an opposition to the values that systems such as capitalism and liberalism took into account, but later it found a place for itself in liberal thought. The greening of liberalism, which is expressed as an effort to conciliate two ideas, has revealed the concept of "green liberalism". In this study, the politicization process of the environmental movement, which emerged as social movements, will be discussed and then a framework will be drawn with the literature review, which is a qualitative research method related to green liberalism.
