Özet
Asya kıtasının önemli bir aktörü olan Çin, eski ipek yolunu canlandırmayı ve yeniden yapılandırmayı amaçlayan Bir Kuşak Bir Yol (BKBY) projesini ileri sürmüştür. Çin BKBY ile orta ve uzun vadede bölgesel ve küresel gücünü artırmayı hedeflemektedir ve küresel bir güç olma yolunda, çevresinin güvenli olması Çin için büyük öneme sahiptir. Bu proje bağlamında Doğu ve Batının kesiştiği noktada ve Hazar Denizi'nin kıyısında bulunan Azerbaycan, Çin için önemli bir stratejik ortak konumundadır. Bu çalışmada BKBY bağlamında Azerbaycan-Çin ilişkileri incelenmiş ve bu konuda literatüre katkı sağlanması amaçlanmıştır. Çalışmada, Azerbaycan ve Çin arasındaki ilişkilerin tarihi incelenmiş ve BKBY projesi öncesi ve sonrasında bu iki ülke ilişkileri arasında karşılaştırmalar yapılmıştır. Bu bağlamda bu tezde Proje kapsamında Çin'in Azerbaycan üzerindeki çıkarları açıklanmaya çalışılmış ve bu projenin iki ülke arasındaki ilişkileri nasıl etkileyeceği sorusuna cevap aranmıştır. Ayrıca bu projenin Azerbaycan'a sağlayacağı katkılar ya da olası riskler değerlendirilmiştir. Yapılan araştırma ve inceleme sonucunda ilk fark edilen şey bu projenin Azerbaycan ve Çin arasındaki ikili ilişkilere bir ivme kazandırdığıdır. Ayrıca Azerbaycan için jeopolitik önem taşıyan Zengezur Koridoru'nun Proje ile olan ilişkisi ortaya konulmuştur. Bu araştırmada betimsel ve tarihsel analiz yöntemlerinden faydalanılmıştır. Konu ile ilgili literatür taraması yapılmış, bulgular niteliksel olarak sınıflandırılarak analitik olarak yorumlanmıştır. Bu doğrultuda, konuyla ilgili yazılmış kitaplar, makaleler, gazete yazıları ve internet kaynakları incelenmiştir. Her iki ülkenin karar alıcılarının proje ile ilgili söylem ve açıklamalarına yer verilmiştir.
China, an important actor in the Asian continent, has put forward the One Belt One Road (BRI) project, which aims to revive and reconstruct the old Silk Road. China aims to increase its regional and global power with BRI in the medium and long term, and on its way to becoming a global power, the security of its surroundings is of great importance to China. In the context of this project, Azerbaijan, located at the intersection of the East and the West and on the shores of the Caspian Sea, is an important strategic partner for China. This study examines Azerbaijan-China relations in the context of BRI and aims to contribute to the literature on this subject. The study examines the history of relations between Azerbaijan and China, and compares the relations between these two countries before and after the BRI project. In this context, this thesis attempts to explain China's interests in Azerbaijan within the scope of the project and seeks an answer to the question of how this project will affect the relations between the two countries. In addition, the contributions or possible risks that this project will provide to Azerbaijan are evaluated. The first thing that is noticed as a result of the research and examination is that this project has accelerated bilateral relations between Azerbaijan and China. In addition, the relationship between the Zangezur Corridor, which is geopolitically important for Azerbaijan, and the Project has been revealed. Descriptive and historical analysis methods were used in this research. A literature review was conducted on the subject, the findings were classified qualitatively and interpreted analytically. In this context, books, articles, newspaper articles and internet resources written on the subject were examined. The statements and explanations of decision makers from both countries regarding the project were included.
