Özet
Bu araştırmada, Türk İşbirliği ve Koordinasyon Ajansı Başkanlığı'nın örgüt yapısı ve eğitim faaliyetleri (2024-2023-2022-2021 yılları) incelenerek, uluslararası düzeyde Türkiye'ye sağladığı faydalar açısından değerlendirilmesi amaçlanmıştır. Araştırma betimsel niteliklidir. Araştırmanın çalışma evrenini, Türk İşbirliği ve Koordinasyon Ajansı Başkanlığı (TİKA)'nın eğitim faaliyetleri oluşturmaktadır. Bu kapsamda, araştırmanın alt problemlerine ilişkin veriler; literatür taraması, doküman analizi ve araştırmacı tarafından hazırlanan yarı yapılandırılmış görüşme formu ile elde edilmiştir. Elde edilen veriler, araştırmanın alt problemlerine cevap olacak şekilde düzenlenerek tablolaştırılmış ve yorumlanmıştır. Araştırmanın sonunda; TİKA'nın, Kültür ve Turizm Bakanlığına bağlı yarı özerk bir kuruluş olduğu, başlangıçta Sovyet Rusya'nın dağılmasından sonra bağımsızlığına kavuşan Türk Cumhuriyetlerine destek olmak amacıyla 1992 yılında kurulduğu, kuruluşun hem yurt içi hem de yurt dışı örgütlenmesinin bulunduğu, yurt dışında Avrupa, Asya, Amerika, Afrika, Balkanlar, Kafkasya ve Pasifik bölgelerinde kurulan koordinatörlükler aracılığıyla faaliyetlerini yürüttüğü, özellikle eğitim, kültür, sağlık, insani yardım, donanım, tarım, hayvancılık, temiz su ve sanitasyon ve kadınların güçlendirilmesi alanlarında faaliyet gösterdiği bulguları elde edilmiştir. Ayrıca literatürden ve ilgililerden edinilen bilgiye dayalı olarak, TİKA'nın uluslararası düzeyde gerçekleştirdiği faaliyetler ile Türk dış politikasına olumlu anlamda katkı sağladığı, Türkiye'ye karşı olumlu düşünceler geliştirdiği, işbirliği yaptığı ülkeler ile ticari ilişkilerini geliştirerek Türk ekonomisine katkı sağladığı ve böylece Türkiye'ye uluslararası arenada belli bir prestij kazandırdığı tespit edilmiştir. Ancak, bütün ısrarlı çabalara rağmen TİKA yetkililerinden, yurt dışı faaliyetlerine ilişkin yeterli ve detaylı bilgi edinilemediğinden araştırmada hedeflenen kurumsal değerlendirme yetersiz kalmıştır. Buradan hareketle, kurumun tüm yönleriyle daha detaylı incelenip değerlendirileceği araştırmalara ihtiyaç duyulmaktadır. Bu kapsamda, TİKA'nın faaliyetlerinin Türkiye'ye ekonomik ve kültürel açıdan getirilerinin neler olduğu, yetkililerin çalışma sahasında karşılaştıkları sorunlar ve çözüm yolları hakkında daha ayrıntılı bilgilerin sunulabileceği araştırmalar yapılabilir.
In this research, the organizational structure and training activities of the Turkish Cooperation and Coordination Agency (2024-2023-2022-2021) were examined and evaluated in terms of the benefits it provided to Turkey at the international level. The research is descriptive. The study universe of the research consists of the training activities of the Turkish Cooperation and Coordination Agency (TİKA). In this context, data on the sub-problems of the research were obtained through literature review, document analysis and a semi-structured interview form prepared by the researcher. The obtained data were organized, tabulated and interpreted in a way that would answer the sub-problems of the research. At the end of the research; It was found that TIKA is a semi-autonomous organization affiliated with the Ministry of Culture and Tourism, that it was initially established in 1992 to support the Turkish Republics that gained independence after the collapse of Soviet Russia, that the organization has both domestic and international organizations, that it carries out its activities abroad through coordination offices established in Europe, Asia, America, Africa, Balkans, Caucasus and Pacific regions, and that it operates especially in the fields of education, culture, health, humanitarian aid, equipment, agriculture, animal husbandry, clean water and sanitation and women's empowerment. In addition, based on the information obtained from the literature and the relevant parties, it was determined that TIKA has made positive contributions to Turkish foreign policy with its activities at the international level, developed positive opinions towards Turkey, contributed to the Turkish economy by developing trade relations with the countries it cooperates with, and thus gained Turkey a certain prestige in the international arena. However, despite all persistent efforts, since sufficient and detailed information could not be obtained from TIKA officials regarding its activities abroad, the institutional assessment targeted in the research remained inadequate. Based on this, there is a need for research that will examine and evaluate the institution in more detail with all its aspects. In this context, research can be conducted to provide more detailed information about the economic and cultural benefits of TIKA's activities for Turkey, the problems that the authorities encounter in their field of work, and the solutions.
