| dc.description.abstract | Güvenlik duygusu insanlıgın temel kaygıları arasındadır. Baslangıçta varolussal nedenlere dayalı olan güvenlik, tarihsel süreç içerisinde toplumsal yapıya ve üretim araçlarına baglı olarak degismistir. ?Soguk Savas? dönemi boyunca devletlerin temel degerlerini ve varlık nedenlerini dıs düsmanlara karsı korumaya yönelik askeri önlemlerden olusan güvenlik siyasası 1990 sonrası dönemde neoliberal politikaların etkisiyle degisime ugramıstır. Bu degisim içinde sermaye birikimine ve ekonomik deger tasıyan sosyal yapının her ögesine yönelik tehditler önem kazanarak güvenlik siyasasının konusunu olusturmustur. Bu yeniden yapılanma içinde gelismis ülkeler ulusal çıkar ve beklentilerine uygun davranıslar sergilerken az gelismis ve gelismekte olan ülkeler Batı kapitalizminin evrensel çıkar ve isteklerine uygun siyasalar gelistirmek zorunda bırakılmıstır. Devlet tecrübesi ve toplumsal yapısı bakımından tarihsel derinlige ve zenginlige sahip olan Türkiye Batı'nın geçirmis oldugu sosyo-ekonomik evrimden yoksun olarak gelismeye çalıstıgından küresellesmenin yogun baskısı altında bir güvenlik siyasası takip etmektedir | en_US |

But all long of the history, subject of the security has changed related with the model of cumulating capital and economic system. Period of the cold war saw an implicit realist conception of security take root, focused on safeguarding the ?core values? of the state from external military treats, principally through the use of force or the treat to use force. But after 1990 neoliberal policy has effected conseption of the security and geting broaden its. In this changing, threats wich are intended of every element of the social structure is become subject of the new security policies. At the new global structure developed country while behaveing suitable of their self interest , under developing country getting forced to fallow universal values and interest of the west as security policy by. Turkey is under developing country which has deep history of state tradition. Because Turkey is trying to develop without any social and economic evulation like west, so he?s security policies are reshaping under the pressure of the globalization . | en_US |
