dc.description.abstractAlthough of great importance in terms of democracy, civil society does not primarily mean a democratic structuring. Civil society emerged as supporting element for democratic system in Western European Countries and it may be integrated with antidemocratic system easily. Civil society can be divided into two different categories as philosophical and empirical: democratic civil society and antidemocratic civil society. This distinction is more functional. These differences are also available among political thinkers. What are the characteristics of a democratic civil society? What are the differences between democratic and antidemocratic civil society? What does the term “civil society” mean in political, social and economic policies implemented during Özal’s power?en_US
