A Sample Analysis of the Characteristics of Criminals and Criminals and the Profile of Prisoners in the Ottoman Province on the Axis of Penalty

Özet

There have been social rules for the maintenance of established order throughout the history of mankind. The universality of social rules has been provided by states that have written legal rules. The legal experience of states with a long history has been deeply rooted. One of these states is undoubtedly the Ottoman State. From the establishment to the collapse, the legal rules of the Ottoman State aimed at maintaining the state order and ensuring social welfare. While the legal arrangements in the Ottoman Empire aimed at protecting the innocent against the criminal in one way, in the other, it aimed to bring the criminal back to the society by correcting them with the punishment to be imposed. This determination is also valid for many states that are contemporary of the Ottoman Empire. The kind of sentence imposed on the offender and their exposure to the prison he/she will spend, will affect what they will live in after the sentence. In this study, the prisoners in one of the prisons in the provinces of the Ottoman Empire and the prisoners in three accidents were analyzed in many aspects. In this context, Bitlis banner, which is an Eastern Anatolian city, and prisoners living in prisons in Hizan, Mutki and Ahlat were selected as samples. Using the documents kept in various funds in the Ottoman Archive about the mentioned settlements, prisoners were analyzed in terms of some variables (age, gender, occupation etc.) and a prisoner profile in a provincial prison. © 2020 Published by ISRES Publishing
