| dc.description.abstract | Geçmişten bugüne hemen hemen her ülkede kamu yönetiminin öncelikli görevi, ülkenin kaynaklarını verimli bir şekilde kullanarak halka başarılı bir şekilde kamu hizmetlerini sunmak olmuştur. Değişen ve gelişen dünyada her alanda olduğu gibi kamu yönetiminde de geçmişten bugüne pek çok değişiklik ve reform yapılarak kamu hizmetlerinin niteliği arttırılmaya çalışılmıştır. Kamu yönetiminde reform; yönetimin yapısında, vatandaşla olan diyaloglarda, karar verme aşamalarında meydana gelen noksanlıklara çözüm olarak düşünülen etkin, verimli ve kalıcı önlemler bütünüdür. Yaşamın tüm alanlarına sirayet eden teknolojik değişim içinde bulunduğumuz yüzyılla birlikte dijitalleşme kavramını öne çıkararak kişisel alanla birlikte toplumsal alanda da değişimleri beraberinde getirmiştir. Dijital teknolojilerle beraber zaman kavramının niteliği değişmekle birlikte toplum üzerindeki tesiri de farklılıklar oluşturmaktadır. Dijitalleşme, öncesinde hiç var olmayan radikal süreçler oluşturmuştur. Dünya dijital çağa evrilirken, ülkelerde kamu sektörünün de bundan bağımsız kalamayacağı açıktır. İçinde bulunduğumuz artan teknolojik ilerlemeler her alanı etkisi altına aldığı gibi kamu yönetimini de etkilemiştir. Dijitalleşme kavramı kamu yönetiminde yapılan reformlarla birlikte ön plana çıkmıştır. Dijitalleşme kamu hizmetlerinin daha hızlı ve etkili bir şekilde sunulmasında önemli bir rol oynamaktadır. Bu araştırmanın amacı, kamu yönetimi reformunda dijitalleşme olgusunu ve gelişim sürecini dünyada ve Türkiye'de incelemek ve bu kapsamda Türkiye'de Cumhurbaşkanlığına bağlı Dijital Dönüşüm Ofisi'nin mevcut yapısını ve işlevlerini belli ölçüde irdelemektir. Bu bağlamda Cumhurbaşkanlığı hükümet sistemi ile birlikte dijitalleşme kavramına ayrı bir önem verilmiş olup dört ofisten biri olan Dijital Dönüşü Ofisi mevcut teknolojiyi kamu yönetimine uyumlamak gayesiyle oluşturulan akıllı devlet uygulamasının önemli bir bileşeni olarak açıklanmıştır. | |
| dc.description.abstract | From the past to the present, the primary task of puclic a diministration in almost every country has been to success sfully provide public services to the public by using the country's resources efficiently. As in every field in the changing an developing word, many changes and reforms have been made in public administration from past to present and the quality of puclic services have been tried to be increased. Reform of public administration; ıt is a set of effective, efficient and permanent measures that are consired as a solution to the deficiencies that occur in the structure of the administration, in the dialogues with the citizens, and in the decision making stages. The techonogical change, which has spread to all areas of life, gas brought to the concept of digitalization to the fore with the century we are in, birnging about changes in the social field as well as the personal field. Althouth the nature of the concept of the time change with digital technologies, its impact on society also creates differences. Digitalization has created radical processes that never existed before. As the world evolves into the digital age, it is clear that the puclic sektor in countries can not remain independent of it. The incresaing technological advances we are in have affected public administration as well as every field. The concept of digitalization has come to the fore with the reforms made in public administration. Digitalization plays an important role in the faster and more effective delivery of public services. The aim of this research is to examine the phenomenon of digitalization and its development process in public administration reform in the world and in Turkey and in this context, to examine the current structure and functions of the Digital Transformation Office Under The Presidency of The Rebuplic of Turkey to a certain extent. In this context, special importance has been given to the concept of digitalization with the Presidential Goverment System and The Digital Transformation Office, which is one of the four offices, has become an important component of the smart state application created to adapt the existing technology to puclic administration. | |
