Özet
İsviçre, tarihsel, toplumsal ve yönetsel birçok nedenden ötürü nev’i şahsına münhasır bir
devlettir. İdari yapılanması ve özellikle de yerel yönetimler yapılanmasının farklılığı ve yerel
demokrasi mekanizmasının işletilmesinde açık ara dünya lideri olması, bu çalışmanın ortaya
çıkışının temel nedenidir. Bu çalışmada İsviçre yerel yönetimlerinin önemli bir unsuru olan
belediyeler (komünler) ele alınmıştır. Komünlerin idari ve mali yapıları ve işleyişleri
incelenmeye çalışılmıştır. Sonuç kısmında ise, güçlü yerel yönetimler-yerel demokrasi
ilişkisinin her iki tarafın da birbirini desteklediği ve geliştirdiği bir ilişki türü olmasından
hareketle, başta Türkiye olmak üzere demokrasisini ve yerel yönetimlerini güçlendirmek
isteyen ülkelerin, kendi yerel yönetim mekanizmalarını inşa/revize ederken İsviçre yerel
yönetim yapılanmasından yararlanabilecekleri belirtilmiştir.

Switzerland is a sui generis country because of many historical, social and administrative reason. Starting point of this study is that; governmental, especially local governmental formation of the country is quite different and Switzerland is by far the leader country in the field of local democracy. At this study it is aimed at analysis of municipalities (communes) which are the primary elements of local governments in Switzerland. As a consequence it is stated that powerful local governments- local democracu relation is a kind of relation in which both parties of the relation make each other stronger. Thus, countries like Turkey desiring to deepen their democracies and strengthen their local governments have to seriously analyze Swiss local democracy system while constituing/revising their democratic and local governmental structures.
