dc.description.abstractKalkınma ajansları, bölgesel dengesizliklerin azaltılması, yerel potansiyelin harekete geçirilmesi ve çok aktörlü kalkınma anlayışının kurumsallaştırılması bakımından Türkiye'de kamu politikalarının önemli araçları arasında yer almaktadır. Bu araştırma, Türkiye'de kalkınma ajanslarının bölgesel kalkınma üzerindeki rolünü, özellikle Cumhurbaşkanlığı Hükümet Sistemi sonrasında ajanslara verilen görevler ve kurumsal yeniden yapılanma çerçevesinde değerlendirmeyi amaçlamaktadır. Çalışmanın temel sorunu, kalkınma ajanslarının kuruluş amaçları ile uygulamadaki işlevleri arasında ne ölçüde bir uyum bulunduğu ve yeni hükümet sistemi altında ajansların politika süreçlerindeki konumunun nasıl şekillendiğidir. Bu bağlamda araştırma, Çukurova Kalkınma Ajansı örneği üzerinden ajansların görev tanımlarındaki değişimlerin uygulamaya nasıl yansıdığını ve bölgesel kalkınma politikalarının hayata geçirilmesindeki etkisini incelemektedir. Araştırmada nitel araştırma yaklaşımı benimsenmiş; doküman incelemesi yöntemi kullanılarak Cumhurbaşkanlığı kararnameleri, ilgili mevzuat, politika belgeleri ile ajansın faaliyet raporları ve bölge planları analiz edilmiştir. Elde edilen bulgular betimsel analiz yoluyla tematik olarak sınıflandırılmış ve Cumhurbaşkanlığı Hükümet Sistemi öncesi ve sonrası dönem karşılaştırmalı bir perspektifle değerlendirilmiştir. Çalışma, kalkınma ajanslarının yeni yönetim modeli içindeki kurumsal rolünü ve bölgesel yönetişim mekanizmalarına katkısını ortaya koyarak literatüre analitik bir katkı sunmayı hedeflemektedir. dc.description.abstractDevelopment agencies constitute one of the key public policy instruments in Türkiye in terms of reducing regional disparities, mobilizing local potential, and institutionalizing a multi-actor development approach. This study aims to evaluate the role of development agencies in regional development in Türkiye, particularly within the framework of the duties assigned to them and the institutional restructuring that followed the Presidential Government System. The main problem of the study concerns the extent to which a coherence exists between the founding objectives of development agencies and their functions in practice, and how their position within policy processes has evolved under the new governmental system. In this context, the study examines how changes in the task definitions of development agencies are reflected in practice through the case of the Çukurova Development Agency and analyses their impact on the implementation of regional development policies. The study adopts a qualitative research approach and employs document analysis to examine presidential decrees, relevant legislation, policy documents, as well as the agency's activity reports and regional plans. The findings are analyzed through descriptive analysis and classified thematically, and the periods before and after the Presidential Government System are evaluated from a comparative perspective. The study seeks to provide an analytical contribution to the literature by revealing the institutional role of development agencies within the new governance model and their contribution to regional governance mechanisms.
