dc.description.abstractMahalli hanedanlar ve beyler yıllar boyunca pek çok bölgede Osmanlı hâkimiyetinin yerleşmesine katkı sağlayan unsurlar olmuştur. Osmanlı Devleti bu mahalli güçler sayesinde ilgili mahallerin asayiş ve düzenini sağlamış ve gerektiğinde de siyasî ve askerî güç ile nüfuz elde etmiştir. Özellikle İran ile olan siyasi münasebetlerinde devlet bu güçlerin nüfuzlarından faydalanmıştır. Ancak 19. yüzyılla beraber Osmanlı Devleti bu güçleri, kendisine karşı kullanılmaları ve ülkenin dağılmasında etkili olacaklarını düşündüğünden, bu bölgelerde doğrudan hâkimiyet kurma faaliyetlerine başlamıştır. Devletin bu faaliyetleri sonucunda pek çok bölgede isyanlar baş göstermiştir. 19. yüzyılın başından itibaren Osmanlı Devleti'nin doğu sınırlarında meydana gelen isyanlar ise daima kısa sürede "milletlerarası bir mesele" haline getirilip Osmanlıdan ayrılma ihtimalleri olan durumda idiler. Millî devlet tezleri ve muhafazakâr görüşlerle bölgedeki isyanlara "ayrılıkçı" özellikler taşıdığı için "itina ve temkinle" yaklaşıldığından akademik araştırmalara çokça konu teşkil etmemiştir. Bu tarz bir isyan olan Revandizli Mehmed Paşa isyanını ele alacağımız bu çalışmada isyanın başlangıcı, gelişme süreci, boyutu, etkilediği alan ve Osmanlı Devleti'nin bu isyana karşı yürüttüğü siyaset, ulaşılabilen kaynakların imkân verdiği nispette objektif bir şekilde ele alınmış ve Osmanlı Devleti ve Revandizli Mehmed Paşa'nın durumu olabildiğince bütün yönleriyle incelenmeye çalışılmıştır. dc.description.abstractLocal dynasties and lords have been key elements in establishing Ottoman dominanace in many regions over the years. Through these local powers the Ottoman State ensured the peace and order of the respsctive neighborhoods and when necessary, gained influence through political and military means. Particularly in its political relation with Iran, the state benefited from the influence of these powers. However, starting from the 19th century, as the Ottoman State perceived these powers as potential threats to its stability and feared their role in the country's dissoluation, it began direct rule activities in these regions. As a result of the state's action, many uprisings erupted in various region. The uprisings that occurred on the eastern borders of the Ottoman Empire from the 19th century onwards were always on the brink of becoming international issues and potential separatist movements, given their nationalist and conservative characteristics. Therefore, they have not been extensively studied in academic research due to the cautious approach taken towards them. In this study, which will examine the revolt of Revandizli Mehmed Pasha, the initiation, development process, scope, and the areas affected by the revolt, as well as the policies implemented by the Ottoman Empire in response to this uprising, will be discussed as objectively as the available sources allow.
