Özet
1980’li yıllardan sonra, kapitalizmin içine girdiği krizin sorumlusu olarak sosyal refah devleti
uygulamaları ve kurumları sebep olarak gösterilmiş ve çözüm olarak da geleneksel kamu yönetiminin eleştirisi
üzerine kurulu olan Yeni Kamu İşletmeciliği (YKİ) paradigması kamunun faaliyet gösterdiği pek çok alanda
uygulanmaya başlamıştır. YKİ anlayışı getirdiği ilke ve değerlerle, kamu yönetimini ve kamunun hizmet sunma
biçimini önemli ölçüde bir değişime uğratmıştır. Söz konusu bu değişimin yönünü ise merkezden yerele,
yerelden özel sektöre, gönüllü kişi ve kurumlara doğru diye açıklamak mümkündür. Bu çalışmada sosyal hizmet
alanının önemli bir alanı ve bir kamu hizmeti olan çocuk koruma hizmetlerine YKİ anlayışının nasıl yansıdığı
ve olası etkileri irdelenmiştir. Bu çalışma sonucunda da, YKİ uygulamaları ile çocuk koruma hizmetlerinin
öncelikle yerel yönetimlere, oradan da özel sektöre, sivil toplum girişimi olduğu söylenen derneklere, vakıflara
ve hatta bireylere havale edildiği çıkarımında bulunulmuştur.
Following the 1980’s, the practices and institutions of social wealth state were argued to be the main reason for the crisis faced by capitalism, and the paradigm of New Public Management (NPM) based on the criticism against conventional public management was proposed as a solution and began to be implemented in many fields in which public management was engaged. With its principles and values, the NPM approach has profoundly changed the way the public is managed and the way services are provided, the direction of which can be explained as the assignment of the provision of services from central management to local management, and from local management to private sector, volunteers, and voluntary organizations. This study aims to describe how the NPM approach was mirrored in child protection services, which is an important part of social services as well as an important public service, and to evaluate its possible effects on child protection services. The findings implicate that, through NPM practices, child protection services have been handed over primarily to local administrations, and then to private sector, non-governmental organizations and foundations, and individuals.
