İnönü University Faculty of Law Malatya, Turkey Artificial intelligence (AI) systems are freestanding entities that will lack a fundamental human ability to make complex ethical choices. Lethal autonomous weapon systems (LAWS) are defined as any weapon systems that can advance critical military and battlefield operations without any direct human involvement. According to cosmopolitanism individual is part of a single global community and this community and its values are anchored by the principle that every human life has inherent dignity, thus all community individuals have equal moral worth. Therefore, life-and-death decisions must be made by humans. This book chapter aims to answer two main research questions. First, what if any LAWS designs and their related operational features are compatible with cosmopolitanism and its 'principle of humanity'? Second, to what extent have international law scholars and military policymakers accepted that LAWS can be international humanitarian law compatible? It is evident that when considered from a technical, weapons design perspective, LAWS and their ability to utilize AI-enabled features directly contribute to the impression that LAWS decision-making ability is limited by the weaponry's inability to rely upon human ethics and related 'principle of humanity' sensibilities when operating autonomously from human military leadership control. This fact, if taken alone, would suggest that LAWS are generally incompatible with cosmopolitanism, its associated notions of universal ethical standards, and the 'principle of humanity'. © 2025 selection and editorial matter, Mehmet Emin Erendor; individual chapters, the contributors.
