Özet
Bu çalışmada, belediyelerin stratejik planlarında çevre konusu ele alınmış; bu kapsamda İzmir ve Sakarya Büyükşehir Belediyelerinin çevre hizmetleri karşılaştırılmıştır. İzmir Büyükşehir Belediyesi ve Sakarya Büyükşehir Belediyesinin 2015-2019 ve 2020-2024 yıllarını kapsayan dönemler için yaptıkları stratejik planlar doküman analizi yöntemi ile incelenerek karşılaştırılmış ve çevre hizmetleri değerlendirilmiştir. Büyükşehir belediyelerinin stratejik planlarında coğrafi konumlarına, kültürel/tarihsel mirasına, altyapı olanaklarına, iç ve dış paydaş analizlerine göre çevre konusunu farklı şekillerde ele aldıkları ve buna uygun amaçlar ve stratejik hedefler belirledikleri görülmüştür. In this study, the environmental issues were discussed in the strategic plans of the municipalities, and in this context, the environmental services of Izmir and Sakarya Metropolitan Municipalities were compared. The strategic plans of Izmir Metropolitan Municipality and Sakarya Metropolitan Municipality for the periods covering the years 2015-2019 and 2020-2024 were examined and compared with the document analysis method, and the environmental regulations were evaluated. It has been observed that metropolitan municipalities handle the environmental issues in different ways in their strategic plans, according to their geographical location, cultural/historical heritage, infrastructure facilities, and internal and external stakeholder analyses, and set goals and strategic targets accordingly.
