Özet
Bu çalışma, yapay zekânın insan benzeri düşünsel ve etik nitelikler taşıyıp taşıyamayacağı sorusu çerçevesinde, etik bir özne olup olamayacağını incelemektedir. Araştırmanın problem alanı, giderek daha otonom hale gelen yapay zekâ sistemlerinin etik kararlar alma kapasitesine sahip olup olmadıklarıdır. Bu kapsamda, yapay zekânın felsefî temelleri ve tarihsel gelişimi ele alınmış; ardından deontolojik, teleolojik, erdem etiği gibi bazı etik kuramlar bağlamında bu sistemlerin etik konumları değerlendirilmiştir. Çalışmanın teorik zeminini oluşturmak açısından otonomi ve etik karar verme konusu, etik özne olabilme koşulları ile incelenmiş, algoritmik tarafsızlık ve teknolojik determinizm konularıyla etik sorunlar ele alınmıştır. Algoritmik tarafsızlık, bilinç, niyet, sorumluluk ve güvenlik gibi kavramlar üzerinden yapay zekânın etik özne olma potansiyeli tartışılmıştır. Ayrıca sağlık, hukuk, iş gücü ve eğitim gibi alanlardaki yapay zekâ uygulamaları incelenmiş ve bu uygulamaların toplumsal etkileri ile etik düzenleme ihtiyacı üzerinde durulmuştur. This study examines whether artificial intelligence can possess human-like intellectual and ethical qualities and whether it can be an ethical subject. The research question is whether increasingly autonomous artificial intelligence systems possess the capacity to make ethical decisions. In this context, the philosophical foundations and historical development of artificial intelligence are examined, followed by an assessment of the ethical status of these systems within the context of various ethical theories such as deontology, teleology, and virtue ethics. To form the theoretical basis of the study, the issues of autonomy and moral decision-making are examined along with the conditions for ethical subjecthood, and ethical issues are addressed through the lens of algorithmic neutrality and technological determinism. The potential of artificial intelligence to become an ethical subject is discussed through concepts such as algorithmic neutrality, consciousness, intention, responsibility, and security. Furthermore, applications of artificial intelligence in areas such as healthcare, law, labor, and education are examined, and the societal impacts of these applications and the need for ethical regulation are discussed.
