dc.description.abstract: Civil-military relations are the first orders among the most important problems faced by countrieswith unsettled democratic culture. In Turkish political life, civil-military relations have always beenimportant in every period and the military intervened in politics by carrying out coups at certain intervals. Asa result of these coups, also shaped the political culture by directing the Turkish political life as well. Afterthe coups of 1960 and 1980, it confiscated the polity and as a result of it’s intervention in the political field,on 12 March 1971 and 28 February 1997, it dismissed the goverment and established a new one. Civilmilitary relations are a common problem faced by countries with unsettled democratic culture, however civilmilitary relations in Turkey has the unique structural elements departing from the Western paradigm. Afterthe years of 2000’s, because of both internal factors and the change of International System after the ColdWar, the balances of civil-military relations have started to change. The reforms achieved along Turkey’s EUharmonization process, a powerful single party came to the power for a long period of time after coalitiongoverments, globalization and proliferation of CSOs across the World have been the factors causing thechange in the course of civil-military relations. The main purpose of this study which uses a historical anddescriptive methodology; is to put forward their effects on Turkish politics by dealing with civil-militaryrelations. The hypotheses of this study determined as; “2007 E-Memorandum, Ergenekon, Balyoz Cases andJuly 15 Coup Attempt have become the turning points of the transformation in civil-military relations.” and“the transformation experienced in civil-military relations has been an important development in theinstitutionalization of democracy.”en_US
