ÖZET Sürekli gelişen ve globalleşen dünyada, sınır kavramları ortadan kalkmakta ve herkes istediği ürüne kolayca ulaşabilmektedir. Bu durumda şirketler ürettikleri ürünleri ve/veya hizmetleri kolayca ülke dışına pazarlama imkanı bulabilmektedir. Dolayısıyla şirketler ithalat-ihracat işlemlerini sürekli geliştirerek küresel ekonomide yer alabilmek için birtakım çalışmalar yürütmektedir. Şirketlerin global çapta rekabet gücünün artırılması ve ülkeye döviz girişi sağlanması amacı ile kamu politikası olarak Katma Değer Vergisi İade sistemi geliştirilmiştir. KDV Kanunu'ndaki "Mal ve hizmet ihracatı" başlığındaki on birinci Maddenin ilk fıkrasının (a) bendine göre, "İhracat teslimleriyle bu teslimlere dair olan hizmetler, yurt dışında bulunan müşteriler adına yapılmış olan hizmetler, serbest bölgelerde bulunan müşteriler adına yapılmış olan fason hizmetlerle karşılıklı olmak koşuluyla milletlerarası roaming anlaşmalarının bağlamında yurt dışında bulunan müşteriler adına Türkiye'de verilmekte olan roaming hizmetleri," KDV'den istisna bulunmaktadır. İhraç edilen ürün ve/veya hizmet ile alakalı olarak, malın üretilmesi veya satın alınmasıyla alakalı şekilde yapılmış olan harcamalar malın maliyeti kapsamına dahil edilir, bu işlemler ile alakalı şekilde ödenen KDV'lerse ilgili Kanunun 29. ve 32. Maddeleri gereğince öncelikle indirim konusu yapılır. KDV kanunu 11. Maddesinde belirtilen kısıtlar ve 12. Maddesindeki şartlara göre yüklenilen KDV iade edilir. Bu araştırmada İhracatta Katma Değer Vergisi İadesi politikalarının, iade alan şirketler ve bu iade neticesinde şirketlerin ihracat ve Türkiye ekonomisi üzerindeki etkilerinin örnek uygulama ile ortaya konulması amaçlanmıştır.
