Özet
Bu araştırmada çocuk ve çocuk hakları ile ilgili kavramsal ve kuramsal çerçeve ortaya konulduktan
sonra Türkiye’de çocukla ilgili devlet politikalarının dönemsel gelişimi incelenmiştir. Çalışma, amaç bağlamında
betimsel bir çalışma niteliğindedir. Çocuk haklarının Türkiye’deki durumu ve sorunlara yönelik geliştirilen
sosyal politika uygulamalarını açıklamayı hedeflemektedir. Bu yönden bu araştırmada çocuk olgusu, çocuk
hakları, Türkiye’de günümüze kadar çocuklara yönelik izlenen devlet politikalarının dönemsel gelişimi ve
Türkiye’de çocuk haklarının mevcut durumu konusunda doküman taraması yapılarak “betimleyici (descriptive)
yöntem” kullanılmıştır.
Araştırma sonucunda, bundan sonra çocukları konu alan bir sosyal politika da hem çocukların
korunması, eğitilmesi, yaşatılması gibi temel sorunların giderilmesi gerektiği hem de çocuğu “özgürleştirici,
yetkin kılıcı, karar verici” önlemlerin alınması gerektiği sonucuna varılmıştır.
This paper aims to present a conceptual and theoretical framework of children’s rights and an evaluation of the development of social policies for children in Turkey over time by describing the state of children’s rights in Turkey and the social policy practices developed for problems related with children’s rights. In this regard, documents relating to the case of children, children’s rights, the development of Turkish social practices aimed at children to date, and the current state of children’s rights in Turkey have been reviewed and presented using descriptive methodology. According to the findings of the study, it can be suggested that future social policies for children should focus on resolving fundamental issues, such as the protection and education of children, as well as taking liberating measures that could help children to gain competence and the authority to make decisions.
