| dc.description.abstract | Öz: Cezaevi Ombudsmanlığı ortalama olarak 25 yıldır adından söz ettiren bir ombudsmanlık türüdür. Kanada, Almanya, İngiltere gibi ülkelerde bu ombudsmanlık mahkum haklarını korumak amacını taşıyarak yaygınlaşmaya devam etmektedir. Yapıları ve fonksiyonları zaman zaman farklı olsa da cezaevi ombudsmanlıklarının amaçları cezaevlerinde yaşanan sorunları çözmektir. Çalışmada Birleşik Krallık’taki cezaevi ombudsmanlıklarının rolleri, özellikleri ve uygulamaları literatür bilgileri kapsamında incelenmiştir. Bu çalışmanın amacı, Birleşik Krallık’ta cezaevi ombudsmanlığı sistemini incelemek ve bu bağlamda Türkiye’de sadece ulusal düzeyde varlığını sürdüren Kamu Denetçiliği Kurumu’na bağlı bir Cezaevi Kamu Denetçiliği sisteminin kurulmasının getirebileceği olumlu yönleri tartışmaktır. Çalışmada birincil ve ikincil kaynaklar ele alınıp incelendiği için dolaylı ve alıntısal bir araştırma yöntemi tercih edilmiştir. Çalışma neticesinde, Birleşik Krallık’taki cezaevi ombudsmanlığının ülke sistemine adapte edilerek uygulanan cezaevlerindeki mahkum şikayetlerini çözmede önemli katkılar sunduğu görülmüştür. Bununla birlikte ülkemize uygun bir Cezaevi Kamu Denetçiliği sisteminin sağlayabileceği yararlar daha çok belli veriler ışığında değerlendirilmiştir. | en_US |
| dc.description.abstract | Öz: The Prison Ombudsman is an ombudsman who has made a name for himself for 25 years. In Canada, Germany and United Kingdom, it continues to be widespread with the aim of protecting the rights of prisoners. Even though their structures and functions differ from time to time, the purpose of the prison ombudsman is to solve problems in prisons. In this study, the role, characteristics and applications of prison ombudsmen in United Kingdom are examined in the context of the literature. The purpose of this study is to investigate the prison ombudsman system in United Kingdom and to discuss the positive aspects of the establishment of a prison ombudsman system that connected to Ombudsman Institution which maintains its existence solely at national level in Turkey. As primary and secondary sources were studied and analyzed, an indirect and quantitative research method was preferred. As a result of the study, it has been observed that the prison ombudsman has made significant contributions to solve the prisoners’ complaints in prisons, where they are adapted and applied to the country’s system in United Kingdom. However, the benefits of a Prison Ombudsman system suitable for our country have been evaluated mostly in the light of certain data. | en_US |
