| dc.description.abstract | Türk Sivil Havacılık Sistemi'nin AB Ulaştırma ve Havacılık Politikası çerçevesinde ele alındığı bu çalışma ile Türk Sivil Havacılık Sistemi'nin AB uyum süreci açısından incelenmesi ve değerlendirilmesi amaçlanmıştır. Çalışmada, AB'nin tarihsel süreçteki gelişimi ve AB-Türkiye ilişkileri genel olarak anlatılmış; sivil havacılık sistemi bağlamında AB ve Türkiye'nin ulaştırma ve havacılık politikaları ile seçilen üye ülkelerdeki sivil havacılık yapıları incelenmiştir. Elde edilen bulgular ışığında Türkiye'nin AB Sivil Havacılık Sistemi'ne uyumu konusunda değerlendirmelerde bulunulmuştur. Nitel araştırma yöntemi ile gerçekleştirilen bu çalışma, "Türk Sivil Havacılık Sistemi'nin güvenilirliğini ve sürdürülebilir gelişimini sağlamak için Avrupa Havacılık Kuralları çerçevesinde kurumsallaşmış bir yaklaşımına ihtiyaç var mıdır?" sorusu ve buradan hareketle oluşturulan alt sorular bağlamında, literatüre ve ilgili mevzuata dayalı olarak ele alınmıştır. Çalışmada, son dönemde, Türkiye'nin havacılık alanında uluslararası ve Avrupa Havacılık Standartları açısından önemli gelişmeler sağladığı tespit edilmiştir. Türkiye, gerek sivil havacılık sistemi ve yapıları gerekse mevcut mevzuat yapısı konusunda yapmış olduğu çalışmalar kapsamında AB üye ülkelerindekine benzer bir kurumsal yapılanma ve mevzuat bütününü genel olarak oluşturmaya çalışmaktadır. Ancak uyum sürecinde bulunan aday ülke olarak; müktesebat uyumu, altyapı olanakları ve idari kapasite gibi çeşitli konularda ortaya çıkan eksikliklerin gözden geçirilmesi gerektiği sonucuna ulaşılmıştır. | en_US |
| dc.description.abstract | With this study, in which the Turkish Civil Aviation System is handled within the framework of the EU Transport and Aviation Policy, it is aimed to examine and evaluate the Turkish Civil Aviation System in terms of the EU harmonization process. In the study, the development of the EU in the historical process and EU-Turkey relations are generally explained; in the context of the civil aviation system, the transportation and aviation policies of the EU and Turkey and the civil aviation structures in the selected member countries have been examined. In the light of the findings obtained, evaluations were made regarding Turkey's compliance with the EU Civil Aviation System. This study, which was carried out with the qualitative research method, was handled based on the literature and the relevant legislation in the context of the question "Is there a need for an institutionalized approach within the framework of the European Aviation Rules in order to ensure the reliability and sustainable development of the Turkish Civil Aviation System?" and the sub-questions created from this point of view. In the study, it has been determined that Turkey recently has made important developments in the field of aviation in terms of international and European Aviation Standards. Turkey is trying to establish an institutional and general legislature structure, similar to that of the EU member states, within the scope of both the civil aviation system and structures and the current legislative structure. In addition, it was concluded that deficiencies in various issues such as alignment with the acquis, infrastructure facilities and administrative capacity should be reviewed. | en_US |
