Özet

The main aim of this research is the determination of the teachers' and students' opinions on the realization level of Citizenship and Human Rights Education (CHRE) course objectives in the Primary Education Program. For this purpose, the opinions of the 8th grade students and the teachers teaching this lesson were evaluated to determine the realization level of the primary education CHRE courses objectives. In this context, in the survey, it is tested that in the teachers' evaluation of the students whether there is any difference according to their gender, type of school they graduated, branches or there is not any difference and in the self-evaluations of the students whether there is any difference according to the gender of students, the type of school they were in, the income level of their parents, the level of education of their parents or there is not any difference. The research was conducted in the general screening model. Primary school 8th grade students and teachers working in primary schools in Siirt central districts and villages in the 2001-2002 academic year constitute the subject population of the survey. In the data gathering ''Realization Level of The Citizenship and Human Rights Education Program Objectives Survey'' is used which developed by the researcher. As a result of the examination of data gathered about the realization level of the citizenship and human rights education program objectives it is observed that average scores of the students on all dimensions are higher than the average scores of the teachers. On the dimensions of ''State, Democracy, Constitution, Citizenship Rights and Responsibilities'' the difference between teacher and student average scores are found to be nominal (P>0.05), The difference between the average scores on the dimensions of; ''Appropriate Behaviour on Citizenship and Human Rights'', "Concepts of Citizenship and Human Rights", "National Security and the Elements of National Power", "Fundamental Rights and Freedoms" and "Human Rights Violations, Protection and Problems Encountered in the Protection of Human Rights" were found to be statistically significant.
